Tell him your not happy paying someone else,and if he cannot set-up his own account -then just to forget it.
Judge him by his reaction to that,if he gets all defensive ->run

I emailed him and his friend saying I wasnt going to pay if i didnt have contact from him. No reply

i won it 10 days ago - if I was the seller and someone hadnt paid i'd be chasing them? - wouldnt you????
 
zero feedback ? whoa they have no previous transaction proof. They could be someone new to ebay ..we all have to start somewhere but if they keep your money and the frame how are you going to get it back ? its not like you can get in the car and go vist is it ?

How much is the frame ? is it a small amount of money you are prepared to risk ? Why not send them a international Postal Order by signed for post .At least you'll have some proof.If it goes missing you can claim the money back through the Post office

Make sure that ebay have their full address. You can request the sellers name and address through ebay. I suspect it will not be registered with ebay.

If they don't give you verifiable contact details I'd leave it .
