extremities are the key - I use waterproof gloves (ski gloves 
) and waterproof socks (army surplus goretex off Ebay for £10). Much else between is just layers of lycra and wind/showerproofs.
I used to be able to cycle 11 miles each way when I was in the office all day - now that's so rare as I have to travel around Nottinghamshire most days by car not practical on a bike.
