Yeah bike lights dont have a cut off point like a cars dipped beam so they just shine light everywhere like a cars main beam. You could angle it down but even that may not help on some of the really powerfull lights.
Out of interest are you actually breaking the law if you don't dip your car lights when there is on coming traffic?
