there are quite a few places scattered around the country that have bike tools that you can borrow. For instance, in Leeds there's Pedlars Arms, which also has experienced mechanics who volunteer their time to help teach people how to fix their bikes. There's probably a list of all these community bike workshops somewhere if you google a bit.
But as cycle clinic says, why don't you just buy them, they're not expensive, and if you're going to stick with this retrobike lark, you will surely need them again in the future.
