This is a difficult one. Would Brazil be better off without it? Social unrest is inevitable where these events are held in countries with huge polarity between the classes.

Does that mean only rich, stable countries ought to be allowed to the party?

Perhaps the budget should be met by an international organisation like, for example, FIFA?

from what I understand is fifa put up a lot of money for it already, that found its way into the governments pockets and now the cost is coming out of public funds, corruption in fifa and the Brazilian government isn't helping, im pretty sure brazil is a rich stable country but there is a huge gap between rich and poor. the poor will suffer the cost of world cup.
