DISK BRAKE CALIPER MOUNTS Can be confusing for some, why have two standards? Anyway on with relevant details.
TWO TYPES: POST MOUNT & I.S. MOUNT
The disc caliper screws to the mount, and in many instances with a caliper adaptor specific to the MOUNT TYPE, ROTOR SIZE and BRAKE MANUFACTURER.
The caliper adaptor MAY NOT come supplied with your purchased BRAKE SYSTEM, so check first as adaptors are £10+ each
Something worth mentioning about the direct mounting of POST MOUNT, if you cross thread your fork/frame internal threads within the POST MOUNT, then you're knackered!
If you thread your I.S. MOUNT caliper adaptor bracket, "Like it matters", because the adaptor are relatively cheap at about £10, alot cheaper then a new frame or fork for knackered POST MOUNTS!

Larger discs then 160mm will need different CALIPER DISK ADAPTORS (Specific to the brake manufacturer, eg Avid), so that CALIPER will sit the correct distance from the ROTOR.
Also some caliper come without an adaptor POST MOUNT style, hence an adaptor POST MOUNT to IS MOUNT (Or POST MOUNT 160mm to larger 180mm or 200m) is needed for the correct ROTOR SIZE (Eg 160mm, 180mm, 200mm)
POST MOUNT to IS MOUNT (COMMON/STANDARD CALIPER ADAPTOR). FIT CALIPER to IS MOUNT
POST MOUNT to LARGER POST MOUNT (LESS COMMON/STANDARD CALIPER ADAPTOR). FIT CALIPER to POST MOUNT accomodating larger size ROTOR/DISC

Q. How / who established the i.s. (international standard) & post mount, for disk caliper mounts?
The only caliper mounting standard reference I can find on this, is this:

But it doesn't say who, presume Shimano, or a frame/fork manufacturer, or another business/organisation/person?
I guess Shimano met with makers of mtb's, frames & forks (Instead of the other way round, ie frame makers saying we put caliper mounts here on our frames, so please make hubs and calipers to fit! Obviously Shimano is the biggest groupset manufacturer they must have significant influence on the mtb and to a lesser extent the front suspension makers.
Especially since Shimano manufacture their own, and have done so for many years:
~ Hubs & Rotors/Discs which are bolted to each other, and
~ Calipers which are bolted to the frame/fork.
