My guess that under the 1997 decals, this is a 19” 1995 Hei Hei.

I believe that the 1995 Hei Hei has the flatter Top Tube (short Seat Tube extension), although I recall a well-informed piece by Canuck, which mentioned exceptions to this.

Other clues are Down Tube cable stops for front and rear Mech, with single rear brake stop on the Top Tube for use with a Dog Collar. Serial number 909 is also on the high side for anything earlier.

I think you're spot on Pip. The decals are a well known after market supplier who hasn't quite got the 97 details right.

The top to seat tube difference and the details you identify point very closely to the lesser spotted 1995 edition.
