So begins a LONG search I suspect...

I'm looking for the collar that locks the disc to the hub on the pulstar/prostop disc hub.

Did you find one in the end? While I was looking for the right tool to tighten one of mines, I just discovered that the internal diameter and threads perfectly fit old BB cups (British threads). So, maybe looking for a BB locking collar, such as the ones depicted in the first four-image block in [1] may be a good substitute?
 
BTW, ParkTool HCW-17 lockring wrench (43/44mm side) was perfect to tighten these collars in the end :)
