Should I use etch primer ?

Hi all
When touching up scratches and scrapes on a steel frame, should I be using etch primer, or just slap the paint straight on?
I have found some touch-up paint (actually its nail polish; Chanel no less!!) and mainly want to use it on the chain stays.
I thought I'd ask here rather than at the Chanel make-up counter

Ideally, yes, but really if its a clean, rust free wound you'll likely be fine without.

If the chip rusty, it will need some treatment. Maybe a nail file will help level the surrounding paint & any crusty, uneven surface blemishes. Back to the cosmetics counter!
