Maybe you already stumbled across this, but these guys seem to be offering a cnc service for people in the exact scenario as you are, might be worth reaching out if you cant find the shim on its own.

Did some more searching, seems like SJS have them in stock - assuming I'm not having a massive brain fart and you do want a 28mm OD 27.2mm ID shim. 28mm in the "outer" drop down menu.
