Retro Raleigh Racer?

Just purchased this old Raleigh bike, not sure how old it is or what model?, it's very lightweight, looks like it's an old racing bike as the pedals are the old "Rat Trap" type and the wheels are 26" x 1 & 1/4", with a Brooke saddle,no gears just single speed
The pedals and wheels have "made in West Germany" on them, the chain wheel is Raleigh.....the frame number is 17?240, looks like a bit of brazing is hiding one number
Was thinking of restoring or making into a "Fixie"
can anyone shed some light?

The main frame appears to be raleigh, the forks clearly don't belong. A sharp close up of the head set would tell us if its raleigh 26 TPI, but I don't think the forks come from a raleigh.

This was not a racer of any sort, and by classic lightweight standards would be considered heavy.
