Pace steerer tube...

I've just received a Pace steerer for my rc30s and it's missing the retainer ring. Would it be safe to ride just clamped into the crown or would I need to somehow fit a 'new' one??

Yes

It'll be safe if the crown bolts are properly torqued up, but it'll be safer with a new retainer ring, circlip, or something else like a split pin through the crown end of the steerer to 100% prevent the crown and steerer separating .
