Is it possible that the seller raised the seat post that high just so people will notice it, comment on it, and post links to it?

That's quite a sales tactic for getting high visibility in the marketplace. Some say that there's no such thing as bad publicity.
I'll bet it would look normal if he lowered that post until the fender clamp bottomed out on the top of the seat tube, but normal doesn't get noticed, discussed, or outed on social media.
There are plenty of auctions on eBay where the first image is that of female flesh that has nothing at all to do with the product, but is more like an abnormally long seat post or a clown suit; its sole purpose is to capture your attention and entice you to click.
