Mystery tab on seat tube??? Sorted.

I can't figure out what this tab is for on a Mt Shasta bike I just picked up. The previous owner had a rack mounted to it. Pretty sure that's not what it's intended use is. I'm assuming it's where I attach the drag parachute to help me brake when I'm flying down the mountain. Any help would be appreciated.

Thank you. It makes sense seeing a hite rite but I've never seen a mount so big and mounted low like that. Too bad someone like velo orange hasn't done a repro of a hite rite. I imagine the copyright has run out.

They are still being produced AFAIK.

All I could find online was people wanting $100 for them on eBay and some websites that seemed sketchy selling them. There was something on Instagram but I don't do socials except for this forum. So I couldn't see a buy button or anything else.
