Those serials are only valid for 1973-1980s I believe, as described at https://www.sheldonbrown.com/retroraleighs/dating.html. From images of other early 70s Pros with the fastback seat stays, lugs, sloping fork crown etc, it certainly looks identical to a Pro. This page https://www.sheldonbrown.com/retroraleighs/professional.html also describes another 1971 frame with F#### serial number. I cannot find much on Fred Baker cycles selling re-badged versions though, only a Facebook post showing an old 1970s Raleigh brochure from the shop, stamped also with their address.
