Do you have a dremel with a small cut off wheel?

If yes, Cut the bolt at the centre slot
This will release the pin, and take all tension off the bolt. it should then undo with fingers

Good idea, but I only have a 9 or 12" grinder.. mmm maybe a hacksaw would do it ... ?

Where do you get them from ,, and not sure if I could get one here quick enough..

And because there is only as such a quarter of the head left, I dont think you would get purchase, depends how these work. ?

If you careful with a junior hacksaw blade you may be able to cut a slot in the head to give enough purchase for a screwdriver to undo it. If that fails you can ger yer drill out.

There is no way you would get a hacksaw into there to cut a slot in fella, as the bolt is recessed into the part of the frame.. :? , normally I would have had a go at that
