Help? Unknown Lo Pro (funny) identification

Hi there, I am hoping someone can help me identify this beautiful Lo Pro labeled as a Roberts but I think thats an addition.
BB and forks are marked 89 12 2 so guessing that's year month and number but Roberts don't regonise this.
Its been on the South DC TT circuit for a while but its origins, as well as its original paint job, has been lost in the mists of time.
Currently, beginning the restoration with a friend and would like to know the tubing and colorway?
Any help appreciated, cheers

reminds me of one of mine, which was built in 89 for the Percy Bilton team.

Dave Yates or Joe Waugh were my first thoughts. Maybe Cliff Shrubb? Not much help, but it might give you something to get started on.
