Sorry did I measure incorrectly? It's 16" from the top of the BB to the bottom of top tube, is that wrong?

Standard practice is, centre of bottom bracket to either :

Centre of top tube

Or top of seat tube

Manufacturers normally go with one or the other. Not sure which it is for GT.

Unfortunately, the measurement you've given is meaningless
