What am I looking at here? 7 cogs 14-24. Hub is fh5500, built up but not ridden. Is it a seven speed casette missing a spacer or missing an 11 tooth cog or something?

Thanks but I'm not sure they were together, I might just have stuck them together for storage. I could run ten speed on a 5500 can't I?
 
Could I add a 28 tooth cog to the back and use them in an indexed 8 speed shimano setup?
out of the box, No you couldnt.
8 speed indexing has wider spaced cogs than 9 speed

but there is a fix you could apply to make it work, by attaching the cable differently at the clamping bolt. Its called hubbub. If you google that it will show you pictures of how to reattach/clamp the cable. It's easy to do and doesnt need special tools or know-how.
 
Ok sorry all I figured it out when I remembered I had a NOS 7 speed shimano hub with a bent axle. Tried the casette on there and fitted perfectly so I must have got it with the hub.
