Campy Delta Guru please!

I use deltas on my Colnago super and a mate is fitting a pair to a very nice Ciocc build and asked me to help fitting.
He's using C Record levers ( with QR button , aero or no aero option and no 'hole in the front' for cable adjustment ).
The deltas are 5 pivot and look in perfect NOS condition.
We fitted them exactly according to online instructions. http://promechanics.com/resources/tutorials/brkdlta/

So problems are:

Levers have to be pulled right against the bars if the cable tension adjuster on the caliper is backed off enough to allow pad clearance from the rim.

After the brake lever is pulled 'on' , it doesn't fully return when released.

Everything is new clean and lubed.

Sorry to sound dumb-ass but can someone point me toward a solution?

It sounds like the inner brake wire is binding up (rear brake I assume)? maybe you have too tight a bend somewhere on the outer cable? also try it with the front cover of the deltas removed to see if the inner is hitting somewhere inside the brake itself. last resort remove the inner completely & see if its kinked maybe by the brake lever itself. also check that the outer cable has a very clean cut each end. quite often when you cut the outer cable it bends the wire over very slightly & that causes the inner to run very rough & stop the brake lever returning. hope thats of some help?

many thanks, same issue front and rear and I've looked with covers removed also but will check the cable cuts...the levers are NOT the power grade type with hole in lever , they are dual routing option and are running aero, I wondered if there was a routing channel inside the lever that was missed when threading the cable?

Just a thought
You are using the little plate that the inner wire runs over that has to be fitted when your using the brake levers as an Aero lever?

Back on topic, I had these levers back in the day and ran them both Aero and non Aero and would definitely advise against the Aero option using those plates. When going aero , the cable bends at a sharp angle as it pivots on the optional plates and I snapped a brake cable twice where it bends round these plates, once descending a pass at high speed in majorca
