Does anyone has any information on this strange beast? Can't find anything online. Kit is terrible and frame probably weighs more than my wife but it's quite interesting.

There has been a thread on here discussing/identifying these frames. From what I've read there were a few brands that used these frames, British eagle was one. It looks like an alpine stars but that's probably where the similarities end.
