Hi there's enough steerer to fit an 18" kona with 110mm head tube but a 19" has a 130mm headtube so l think this would be pushing it.
Unless you ran an aheadset with a very low stack height, no stem spacers and a stem with a short clamp.
But they will easily fit your 16"
