Take a look at this page for a couple of lovely Reg Haris restorations. I would guess that there would be some nice pics in his autobiography too, though I haven't read it. Perhaps someone here has it, and can comment?
You can try H Lloyd for decals, as per my previous post. I'm pretty sure I saw some Reg Harris ones in there and not just the Raleigh-Reg ones. Having said that, from what I can see the current decals are in reasonable shape, as is most of the paint. I would be inclined to try to restore it first rather than assuming it needs a respray from the beginning. Once you have the worst of the rust off (drive side chainstay looks to have the worst of it) then you can try to find a reasonable colour match, If you're not happy with it afterwards you can always choose to go the respray route.
Regarding 'as-is' restorations, take a look at some of Spokesmann's projects to see just how well old bikes can come up with reasonable effort from the owner.
