It's a hole based interference fit thing, BITD it was easier to drill a hole a certain size and turn the shaft to fit it then it was the other way round.
It's so that the lower race doesn't rotate around the steerer the bottom 5-10mm is a larger size, on 1" forks it's about 26mm, 0.6mm up on the steerer.
Doesn't explain Jez's problem, unless it just needs more "pursuading"
