As you can see by the picture of my 96 Team Scream Psyclone they were using the seat tube hanger in 96 so production in late 95. If you're hiolding out for one with the braze-on on the side of the seat tube you may be waiting for a while. Other than the location of the canti braze on the frames are the same.

I copied them from my Xizang before stripping them off, - if you are stateside I can send them in vector format so you can have them printed locally. (Gil might have other years too.)
edit - "the Ken" part of the decal ain't standard issue

That may be 92 Font but 92's were yellow.
