I just saw this on US ebay for sale. Why would you need to rotate your handle bar on the fly?

the only way to do that , and if it wasn`t done on purpose :shock:

looks like he stripped the threads for the bolts , and was too tight to buy a new stem , so drilled it out and stuck the qr in
