Two cables from one brake lever (newby)

Apologies if this is a well worn question...

I have a 1980's (I think) Peugeot road bike, where the left lever has been designed to activate both front and rear brakes.
Was this common in the day?
It's really stiff, so it'll need some work (it has been gathering dust in a rellies shed for many years).

in short, no. it looks like it's been done for someone that, for one reason or another, was unable to use their right hand to brake.

changing the cables should at least partially loosen it…
 
Mafac used to make a twin cable lever for use on tandems which can have 3 brakes, 2 on the rear.

Often also used by riders with only one arm or handicapped in some way.

Never seen a Weinmann version though. Does it look a factory job or could it be 'homemade'?
 
It's one of these. I am more into MTB so know little about it.
