Far be it for me to display ANY optimism at all, but... At least you can spot any frame damage early on.
 
Should be cheaper with it like that. Certainly not a good sign. Omens are not good as to why any one would do such a bad job on a tasty frame. That look to big for a 16 more a 20''

Another GAtorFade ref post from me - why oh why? Man - someone buy it and give it some loving.
 
if the frame was badly scratched i.e used and not a garage queen , also could be faded and used, dont see a problem with a fresh respray in somthing funky.
