For what it's worth, I disagree. The late sixties models used centre-pull brakes with a brazed-on bridge:

If it's not a Raleigh Professional it could be a '68, but then it could be anything, of course.

The longer I look at it, the more certain I am that yours is a circa '73 Raleigh Professional with later braze-ons. Look at this one:

It's all there - even the pip on top of the down tube to stop the gear levers slipping down. Just add new cable guides (perhaps at the same time as the respray) et voilà!

The frame numbering sytem on sheldon browns site suggests
c1971-72 build
Did they use another colour scheme for the profesional
I have one in the light blue colour

Ill try and take some scrapings off the top layer
It does look like it maybe had a yellow colour!!
Haven't loked at the fork crown and botton of the seat tube and chainstays
 
It looks like a dark gold or metalic brown
The first coat underneath the top coat looks like yellow,then white (primer)
and then this dark gold or brown
 
Ron Spencer frame

I just found this thread as I was looking following recently purchasing a Ron Spencer frame at a cycle jumble, I grew up in Warrington and new Ron quite well, I cant give any precise information about this frame, however I do recall Dave Burgess of Leigh Premier Road |Club rode a Ron Spencer frame in a light cream colour back in the 80s, and had a successful racing background, I believe he may have been a professional with Raleigh during the 1970s for a short time.
I knew Dave quite well, the information is a little vague, but I remember it was a stunning bike, he also had a friend in north wales he often used to cycle to see, I note you are in north wales, no guarantees this is the same frame, however Ron Spencer frames were produced in very low numbers, custom built to the customers choice of colour, Dave also knew Ron very well and may have had the frame re-sprayed, I am not sure of Daves whereabouts now, however Leigh Premier Road Club have a website, maybe if you contact Martin Sackfield or Bill Fairhurst who are still commitee members there, they maybe able to assist if this is the same frame
 
Bill Whitcomb built some of Ron's frames. Sadly Ron passed away suddenly earlier this year at a relatively early age so intimate knowledge may be a bit sparse now.
 
Ron Spencer

He passed away in July last year aged 69, the shop continues under management, but as you say Ned, the information could be lost with Ron
