Well, i personally like Paduano.
This small italian manufacturer works on titanium . I specially like the Caino and the Caligola frames.

How about building your own steel frame? Dave Yates does a course where you can build your own steel hardtail. Not cheap but it'll be a one off!!

You can either order the frame with your specs (normal seat tube, or seat tube for your height) or you can order a normal size frame (like 18inch, for ex.) wich comes with a adjustable seat tube. The seat tube adjusts almost on top, near the seat. Corratec and the new offroad Look frames uses this same design.
