Not strictly true... I recently bought a frame from the states and the guy packaged it as a warranty replacement. Imagine my surprise when i got stung for £30 on it.. So i rang up customs and this is what they told me..
If the part is 'new' (whether a replacement or not) it is subject to VAT. Only it if it is a repaired item will it be exempt.. I had a full scale debate with the guy as i refused to accept that if you imported an expensive item and it was shonky you would have to pay VAT again on the replacement. it got me nowhere and after a while i gave up...
