Agreed, very poorly described. 
Headtube size makes it look more like a 22-inch frame and the mudguard eyes on the forks (can't see them on the rear) may well hint it to be a Gazelle A-Frame. These were 531C but with clearance for full sized mudguards.
If so and IIRC, these were the chosen winter rider for the Panasonic team in the days of Jan Raas and Peter Post.
