Surely the whole point of ebay is that the item will find it's natural price through peoples desire to own an item not by some predefined price list and those people who want to own a specific second hand item will look for those items on a daily or weekly basis so by relisting an item 10 times extra people won't suddenly decide 'actually I quite fancy that' and bid.
The big problem is just that this person is putting too much of a personal price tag on the item based on how much they've used and love it, not a tag that reflects that the item needs a full resto and rebuild that will be pricey

either the ebayer has risked loosing a lot of watchers and potential bidders, along with the time and money of listing in the first place
or he is a genius marketeer and knew that relisting and telling people not to watch would generate a lot more interest and discussion about the listing, resulting in even more watchers and potential bidders.
