Old 24" road wheels?

I've seen a few old road bikes (like the Raleigh Winner or Special) with 24" wheels - what's the deal there? Are these for kids?

Always wondered what the benefit of the Cannondale triathlon bikes with 26" was. No toe overlap?

I thought it was 700c all the way. Aren't larger diameter proven to be faster on the road?

yeah, pure tri bikes are 26" wheels. The only reason I can think of is to have ultra short chainstays and make it stiffer. Scientifically, the bigger the wheel, the less rolling resistance tho'.
