Hi mate
There is a really good site called wrenchscience.com (or something similar) that I have used in the past. They sell bikes but just pick one in a similar style, sloping, classic etc. It then goes through various steps where you input your measurements for various lengths,inseam etc, right down to your flexibility.It gives detailed instructions at each step It will then give you a IMO pretty accurate measurement for frame, stems etc. You dont have to buy anything and you can print it out and keep.
I havnt used it for a couple of years but it was very accurate when I used it.
