Well one of these gets me through the Tassie winter night rides under a jersey. so it should be perfect for the UK in March.

Fine 'Next to Skin' so only need a baselayer for almost all weathers
Fast drying

Always seems to just work right in most conditions. No boil in the bag feeling, full zip in case you get too warm. Perfect.

Seconded on Gore kit - my jacket (sorry can't remember the exact model, but it's a good 4 years old now) does everything. It's kept me bone dry in some really bad weather and rolls up super small.
Get a decent long sleeve technical t-shirt if it's really cold, but a short sleeve is normally fine
