Possibly a 1960's time trial frame?

Built before the fashion for ultra-short wheelbases hence the pump pegs behind the seat tube.

Those forks have the perfect shape; with a nice tight smooth curve at the bottom of the blades. I wish all forks are like that.

wrap over seat stays were favourites with both Carlton & Brian rourke. Cinelli cast sloping fork crown was a real premium piece in its day.

Cheers! Rourke looks a closer match as Carlton's lugs were a little more fancy
