Mavic & TRP do dual pivot brakes. SO do Cane Creek for that matter. Have seen good reviews of the Mavic & TRP brakes.

retro wasn't about 16lb bikes more like the 22 lb range. No none as light as 200g grams. You'll page big money for brakes that light.
Get the Mavic SSC brakes.
Almost everyone who has ran Dura-Ace, Modolo, Campy, and Zero gravity likes the Mavic brakeset the best.
Go figure!

I just got mine in the mail. Bike isn't complete yet so I can't comment from experience. My 'tout Mavic' build is going slower than I expected.
