Steerer Extenders dangerous or useful?

Yes, that, and eliminating the projecting tube which would look plain stupid and irritating, unless you wanted turn it into a bud vase.

Cutting can be done with a tube cutter used in plumbing.
 
I used one for a while on my old On-One, the bike with a stupidly long top tube.
I never broke it, but I did get fed up with the frame and sold it on.
