what a weird set of photos......... my guess is the frame is snapped somewhere.... you got frustrated.... then decided to take a craft knife to it !!!!
if not then its a bloody stupid way of stripping the paint !

Haven't got a clue what the OP is on about but it looks like they are trying to use a wallpaper scraper to strip a frame instead of nitromors.

I guess if you're angry with a frame (broken?) it feels more satisfying to run a wall paper scraper down a toptube than watching paint bubble up
