These came on a 1990 Specialized Epic, and I haven't seen a pair before or since that were made in Italy.
Later products were made in Japan if top, Taiwan if lower ranges.
The electrical tape was presumably to secure lights / computers and can be easily removed.
They're 500mm wide, and have presumably been cut at some point. More pics if requested!
