I had these exact lugs on a '56 Double Blue. At the introduction of the Double Blue in '55 they are described as 'special design ornamental lugs'.
A '55/'56 Debonair I used to own had the same lugs. And a mate of mine has owned 2 '54 (S-serial) Tartans with the same lugs as well.
If mules' machine indeed has an L-serial on the seat lug - that would mean the lug set was used a couple of years earlier than I thought initially.
