My guess that under the 1997 decals, this is a 19” 1995 Hei Hei.
I believe that the 1995 Hei Hei has the flatter Top Tube (short Seat Tube extension), although I recall a well-informed piece by Canuck, which mentioned exceptions to this.
Other clues are Down Tube cable stops for front and rear Mech, with single rear brake stop on the Top Tube for use with a Dog Collar. Serial number 909 is also on the high side for anything earlier.
