Rims are designed for one or the other, they cannot accommodate both types. Look at the shape of the rim where the tyre or tub will sit on the rim. If it is a shallow dish shape with no hooked sides, it will be a tubular rim. If the rim has clear vertical hooks, these are for the tyre beads, so this will be a clincher rim. You can find lots of pics on the internet if you are still unsure.
