Not that light and not even close to JT bikes .
hmm, the seatstays & rear brake hanger DO look reminisant of the stays on the litespeed built (not the proto merlin built) raleigh replica racer & lemond mtb.
litespeed dropouts very nearly always had the characteristic 2 hole flat plate design drop outs..... so I'm not 100& either way.. know a few tomac experts I can ask tho.... I'd guess its russian.

Raleight titanium bikes were russian , I remember reading it in a mag .
