Putting new ones back in is easy peasy, bit of file action to refine the taper and job done. It's getting the pesky things out!

A friend was shipping Moultons out to Japan and crazy prices! Penetrating oil and careful persuasion will help.
 
I sold my Moulton APB to a guy in Japan for top dollar. Wish I'd kept it now.

As Shaun says, the chainring will easily true up, using almost any blunt instrument. Mostly I used a hide faced hammer, some needed a large adjustable spanner., or both. The first time I fitted a chainwheel that didn't need truing was the first Campagnolo, about 1958.

If you are doing the cotter pins, then truing comes after the refitting.
