Buy it anyway.

The holes probably aren't large enough to cause structural problems.

Ask your local machine shop to make up some aluminium plugs to fit the holes. With a bit of work, you should be able to polish the stem so that the plugs are virtually invisible.
 
can't believe anyone would drill those small holes to save weight, reckon they were to pass a cable through for a cantilever brake (although why two? maybe he botched the first one...)
