Specialized Myka HT Sport in Black - 13" from centre to top, would suit any petite women around the 5ft mark. Shown as ridden by my 5ft girlfriend, so plenty of adjustment up and down on the seatpost. Hardly been used, it's covered less than 10 miles in the first 2 months, and has been parked at the back of the shed ever since! The GF liked it as it had the black paint job and tribal decals, not your typically 'girly' bike.
