How to measure seat post clamp diameter?

FWIW 0.2mm did make a difference on my old On-One which was 29.8mm... I used a 30.0mm clamp with a half circumference homemade shim to ease tightening :p

Never had trouble with .2mm on the clamp size though, always had a mil or so movement and the same spare :?
 
I'm having similar issues with my VooDoo with Tange superlight, it takes a 26.8mm post but a 30.0 Salsa clamp is done up to its limit and still doesn't feel properly tight. Have tried a 28.6 Salsa which won't go near it. Thomson make a true 29.8 but not sure if its enough to make a difference. :?
