They're not finishing caps, they're there to make it easier to tighten your toe straps. Weren't they called toe strap buttons?

I think the Campagnolo ones only came with Campagnolo toe straps which came with some of their pedals.

I don't think you could buy then on there own, I have a set that came with their leather straps
